Yes it is those thugs, which scares the goosebums on poor new sigil citizens. WALK up to them and let the following happen: You see a heavy-set looking man. He has a stone-faced expression. NO: "Greetings." The man looks at you for a moment, grunts, then raises his hand, revealing a wicked dagger. He smiles evilly and begins twirling it in a menacing arc. Attack him. Now RUN around the area and every thug around will wake up as you pass them and come charging at you. And then when ALOT of thugs are after you pause the game. Remove all armor and weapons and enter WALK mode again. Now beat those nasty thugs to a pulp while they in utter vain try to fend for themselves!
